Is One Love Wedding Record by Dimensions #247116 a counted cross stitch kit? Can it be ordered without a frame or mat?

This is a counted cross stitch and not stamped one and the kit only includes the cotton thread, 18 count ivory Aida, needle, and instructions. Any type of mats or frames are sold separately. Thank you :)
