this project uses 28 count cloth and the measurements say it is 13.7" x 13.6".
What size would it be if I used 14 ct , or 18 ct, or 20 ct?

Divide the stitch count by the count of the fabric to get your size.
ie:192 /14 = 13.7 190/14 =13.56 ( 28 is the same size, done over two threads)
