No, the sizing would be different on an 18ct. fabric.

A design size on 28ct. fabric would be the same on 14ct. and a design size on 32ct. fabric would be the same as a 16ct. fabric.

If you want to use 18ct for this design, here are the sizing dimensions:

Fabric Size:   11" x 19"  (18ct fabric)
We recommend at least 2 inches of extra fabric surrounding the design.  A piece of 11"x19" fabric will give you 2.3" of fabric on the left and right, and 2.1" on the top and bottom.
The stitched area will be 6.4" x 14.8".

I got this by using the Fabric Calculator that is located on the left side under the Search box when you are on the page with the pattern information. Just click on that and a little box will appear and you just type in the stitch count and choose your fabric size and you will get your dimensions :) Hope this helps!
