crossstitch bookmarks
not sure about how to put them other than a hoop and I don't know how I would do that

Best way is to stitch them in your hand, as mentioned, especially if you' re using bookmark banding. That's the best since you only have to stitch the ends up & some even has lace all around.

if you want to stitch a piece of fabric that is too small to fit in a hoop, I would stitch pieces of muslin to your cross stitch fabric sufficient to fit in your hoop

Clever idea, never thought of that. I'm with jlhewes - banding is the best. Bookmarks will most likely become obsolete soon anyway along with books. I resisted for a long time but must say that I really love my Kindle.
