should I use a navy fabric or white?

If you have to cover the entire fabric with stitches then I would go with a light color, easier to work. However, if you plan to leave the sky unstitched then a dark blue would be best. HEAD designs are beautiful and I would follow instructions. It's a lot of work and you want it to turn out well.
Good luck.

The picture looks like a chart that I recently purchased, but do not yet want to stitch. I've tried stitching on navy blue Lugana and it is very difficult. I've stitched on Navy Aida with success. There is on one of the websites a color called Nordic blue that might work and be easier to work with. It may be on this website.

The chart is the same one that I have. I pulled it out and it is solid cross stitch. If you want some of the fabric showing after framing a light blue would be better to compliment Mary's clothing. Sometimes linen becomes frayed when stitching so many stitches over such a large area, therefore Aida is preferable.

Navy blue and black are hard to stitch on. The darker the fabric, the harder it is to see the holes. If it shows the sky in color, I would use white. If it doesn't, I would you the navy because of the sky. Hope this helps.
