looks like it's a picture. However, you could take it to a seamstress and she /or he could attach backing and liner to make it into a stocking.

No, this is a design of a bear and a stocking that you stitch onto the fabric. But the above poster has a great idea of taking it somewhere to have it made into a stocking :)
