Since it is a Kooler pattern I would assume that there are a whole lot of fractional stitches

I did go to Kooler's website. I do see where you can download the PDF pattern. I don't see any reference as to full cross stitches or not. I will say this is a beautiful picture. There is a church in the Shenandoah Valley of VA that looks like this!! I would make this design regardless of fractional stitches IF they are part of it!!
