You can use either. If you use 14ct, you'll need a piece 11x16". That will give you a design size of 6.9" x 11.2". If you use 16ct, it will be a bit smaller. Fabric size of 11x14", for a design size of 6.1" x 9.8". This will give you a 2" border. If you want a larger border, add a couple of inches to the fabric dimensions.
