Personally I think this was printed incorrectly. It looks like there is no "I" and 4 "T's". Then there is no "Y". If this was mine I'd asked for my money back.

I went to the designers website and they do not show an I or Y either. There is only 1 T, but the F and J look so much like the T it can be confusing. I would contact the designer Pinoy Stitch to see what the reasoning is behind no I or Y. I am curious myself now.

I don't think you're meant to take the design apart. I've seen alphabets before with letters left off. I assume because 25 or 24 letters are easier to balance. I have 4-5 booklets that have a number of alphabets meant to be used as individual letters.

you're best bet (beyond picking a new alphabet) is to photocopy the pieces of letters that you need & tape the papers together

It looks like a German alphabet. The J is actually an I. Way back in the day, there were hardly any words that began with those letters. The fact that it's called Victorian is a clue. Of course it being called Victorian would make it British and the English language uses tons of Js and Ys.
I think it was jclifford that posted a picture of someone's vintage sampler and it too had a couple of letters missing. I believe the same ones.
Different countries have slightly different looking scripts.
If you need a J you could always modify the I.

PS I just looked at the enlarged view again and it looks like somebody made something up. Many letters are not recognizable to me as either being from the German or English script.

wewregular, I logged onto the Pinoy Stitch website and looked at this as well. Something is rotten in Denmark as they say!! I can't imagine why letters would be missing. I did scroll down the page where they present this and saw script which has a rose in it instead of holly. It had all the letters!! Could you use it??

That is crazy. Between missing letters and letters that are hard to figure out it is a challenge. The "P" appears to be missing some stitches to create a better "round".
