14 count means fourteen squares/fibers/stitches to the linear inch. Each square inch is 14 stitches high and 14 stitches wide. In higher count fabrics, such as 28 count linen, there aren't so much "squares" per se, such as in aida, but threads, and these are usually stitched over two threads in each direction, so that 14 count aida and 28 count linen worked over two will have designs of the same size. The more stitches per inch, the smaller your finished project will be.
