I have bought kits and patterns from overseas. I use ebay or etsy for that. Usually, if I shop overseas, I download the pattern so there is no shipping involved. Recently, I bought some kits from Russia and they shipped pretty fast and arrived quick for being so far away. I wouldn't feel comfortable buying from overseas if it was not through Etsy or Ebay though. With those sites you can read feedback from other customers before buying anything, can make sure the seller has a good reputation.
