Is this done on perforated paper? If not what cloth count?

Yes the designer designed it for 14ct. perforated paper, but you can convert it to any other fabric you want. You can easily use 14ct. Aida cloth. The pattern uses 27 DMC colors of floss plus Mill Hill Beads, and Kreinik #8 metal Braids. Hope this helps.

The reason it's done on perforated paper is that it's 3 dimensional. All of the small pieces are stitched separately and then attached. If you were using fabric, you'd have to worry about the edges unravelling. After the stitching is done on the paper, it is usually backed with a heavier card stock paper.
