Looks to me like this piece involves some half stitches and backstitching - maybe even some straight stitch on the stars at the mid- to lower-levels of the piece.

I don’t have this one, but I do have one by Sue Hill (Happy Independence Day) it’s all full stitches, some back stitching, and some French knots. I would think this would be the same....but that’s just me thinking.
