To Much Blue

Biggest Part
It looks to me like Santa is the biggest part of the picture. I started in the upper left hand corner. If I were to work down towards the toy bag and then work on Santa would it be a mistake? I've been using a highlighter to mark areas I've done.

Upper Left Corner
Instead of starting in the center. Could I start in the upper left corner I'm allowing 3" for framing so do I measure down 3" to start?
